Here at Uplift Counseling, we believe in a holistic approach to help individuals navigate their journey in the healing and recovery process.  Our vision is to deliver compassionate,  meaningful, and culturally sensitive care that empowers individuals and their families to overcome barriers and significant life challenges.  Services include outpatient behavioral health counseling and/or substance use assessment and treatment.  Utilizing evidence base practices, our team is dedicated to providing counseling to individuals seeking support in personal growth, relationship difficulties, major life changes, family issues, stress, anxiety, depression, and substance use, as well as, appropriate linkages and referrals to support services within the community .  Counseling services are available to individuals, couples, families, and groups.  Contact us today for more information.

Lavina L.G. Camacho, MS, MFT, LPC

Behavioral Health Administrator


Mrs. Camacho serves as the Behavioral Health Administrator for Uplift Counseling Services.  A daughter of Guam, she is a proud graduate of the University of Guam where she received her Bachelor of Arts in Psychology with a minor in Sociology.  She also holds a Master of Science in Psychology with a specialization in Counseling from Capella University.  Prior to joining WestCare Pacific Islands in 2020, Ms. Camacho was employed with the Guam Behavioral Health and Wellness Center and the Department of Public Health and Social Services.  She has over 16 years of combined experience of social work, wraparound care coordination, and counseling in the behavioral health field working with early childhood, adolescent, young adults, and family systems.  She is also a Licensed Professional Counselor and Marriage and Family Therapist.  


Daniel A. Duenas, MSW, LCSW, MAC

Behavioral Health Counselor


Mr. Duenas is   currently   employed   with   Westcare   Pacific   Islands   as   a  Licensed   Clinical   Social   Worker   for   the   Uplift   program.   Mr.   Duenas   has   extensive   professional  experience   with   nearly   40   years   in   the   areas   of   substance   use   disorder   treatment   and   mental  health   counseling.   Prior   to   joining   Westcare   in   2016,   Mr.   Duenas   worked   for   several   respected  behavioral   health   providers,   including   Guam   Community   Mental   Health   Center   (which   later  became   the   Guam Behavioral Health and Wellness Center),   Guam   Sanctuary   Inc.,   and  Cornerstone   Counseling   Services.   Mr.   Duenas   has   completed   professional   training   courses   in  Clinical   Supervision   I   and   II,   Motivational   Interviewing,   ASAM   Patient   Placement   Criteria,  Cognitive   Behavioral   Therapy,   Co-occurring   Disorders,   Matrix   Model,   and   Therapeutic  Community   Residential   Treatment.     


Samantha Eliptico, RRC, CSAC

Administrative/Financial Administrator


Ms. Eliptico joined WestCare Pacific Islands in 2014 and currently serves as the Administrative and Financial Manager. In this role, she oversees all the Administrative and assist our Foundation office with Financial activities for the organization. She has over 20 years of experience in accounting.  Ms. Eliptico also pursued an interest in counseling and received a Certificated Substance Abuse Counselor certification. She provides individual and group counseling to those experiencing substance misuse.  Ms. Eliptico is also a Risk Reduction Counselor providing testing and counseling services to those at risk of HIV/STI.
