EMERGENCY FOOD & SHELTER PROGRAM
In FY 2021, FEMA awarded to the Emergency Food and Shelter Program (EFSP) National Board the $400 million made available under the American Rescue Plan Act of 2021, Public Law No. 117-2, Section 4007, and the $130 million made available under the Consolidated Appropriations Act, 2021, Public Law No. 116-260. Note that the FY 2021 400 million under Section 4007 of the American Rescue Plan Act of 2021 (ARPA) is Phase ARPA-R (the "R" representing the regular EFSP and not the supplemental humanitarian relief funding authorized under ARPA, Section 4008).
Emergency Food and Shelter Program (EFSP) Phase ARPA-R awarded to WestCare Pacific Islands; Inc. is to address the ongoing impact of COVID-19. Program provides funding to assist in rental, mortgage, and/or utilities arrears up to 3 months, Emergency Housing up to 90 days, Food Pantry and Household Items. Financial Assistances are paid directly to landlords, lenders, and utility agencies.
Eligibility will be based on our Supportive Services for Veteran Families (SSVF) program intake and assessment. Those that do not meet the eligibility criteria for the SSVF program or who have maximized their use of SSVF funds and are still experiencing a crisis, will be referred to the Håtsa program.
